| 摘 要： | 随着经济体制的转变和城市化建设的加快,社会犯罪不断出现新手段和新形式。加强城市社会治安大防控体系建设,是提高社会治安控制能力的有效途径,是城市治安形势严峻的治本之策,是全面深化平安创建工作的重大举措。长三角城市大防控体系建设,应以科学的发展观为指导,扎扎实实地强化人防、技防、物防和意识防等基本防范手段,着力构建动静结合、专群结合、人技结合,多层次、全覆盖的治安防控新格局,努力达到防控能力明显提高,可防性案件得到有效控制,破案率得到进一步提高,刑事案件总量有效遏制,社会治安秩序进一步好转,社会公众安全感和满意率进一步提到提高,为实现＂基本现代化目标＂创造和谐稳定的社会环境。

| Abstract: | Along with the transition of economic system and the rapid pace of city construction,crimes arise with new devices and forms.The construction of social security system is an effective approach to improve control over social security,the ultimate solution for the severe public order,and the important measure to guarantee a safe city.The construction of social security system in the Yangtze River Delta should be conducted under the guidance of scientific concept of development,and be armed with guards,technology and equipment,so as to establish a multi-level and comprehensive system for public order,reduce crime rates and improve the security sense of the public.Only in this way can we establish a harmonious society for the realization of preliminary modernization. |
