摘    要:一个高等教育体系的运作能力有赖于经费充足并有效利用。与其他国家相比,德国高等教育经费投入略显不足。为了满足培养人才的长期需求,增强国际竞争力,加大对高等教育的投资势在必行。此外,由于缺乏竞争,德国高等教育体系内部的有限经费也未能得到有效利用。德国高校的经费来源主要依靠各州政府拨款,占其全部收入的79%,这一拨款占主导地位的现象在政府调控机制下显得尤为突出。因此,实施绩效导向拨款,增强院校竞争力,其意义深远。

Abstract:The capacity for performance of a higher education system is both dependent on the sufficiency of the financial resources invested in it and on the efficiency of the exploitation of these resources. In international comparison, German higher education can be assessed as slightly under-financed. In order to fulfill the long-term needs for academic training and to strengthen international competitiveness, it will be necessary to invest more in higher education. Furthermore, the lack of competition within the system tends to promote inefficient use of the scarce resources. In the face of the dominance of institutional state grants as sources of income,which constitute 79% of the income of the average German university, this is particularly an issue for state steering mechanism. The implementation of performance-based steering and the strengthening of institutional capability for competition are, therefore, significant reforms. Reforms of funding in Germany have concentrated on indicator-based funding, because such allocation models entail the most direct form of competition between institutions.
