| 摘 要： | 中国高等教育已有百年历程。建立之初可以说是引进西方之科技，集中外文化之大成。然而，时至今日，我们的教育还是落后的，它不能适应世界经济发展的和中华民族复兴的需要。随着改革开放的深入，我们不妨借鉴创办特区经验。办中国国际学园－高等教育开发区，把世界众多国家人才培养的先进管理模式、内容、方法、理论、经验引进；把出国留学的资金和人力资源留住；创办国际学园区，以吸引众多的海外学子和大师，为中国和世界经济的发

| Abstract: | The history of higher education in China is more than a hundred years. At the beginning of its foundation, western science and technology was imported and culture at home and abroad was introduced as well However, until now, education in China is still falling behind other countries. It can't meet the needs of the world's economic development and Chinese prosperity, With the development of the reform and opening to the world, We might as well use the experience of the establishment of special region for reference to open a higher educational developing district;introduce the advanced administrative mode, theory and experience; stop the brain drain and the outflow of capital; set up an international educational district so as so attract scholars overseas and contribute to the development of Chinese and world's economey. |
