| 摘 要： | 党的十七届三中全会确立了城乡一体化的目标,提出了城乡公共服务一体化的要求.十七届五中全会又明确提出,要加强农村基础设施建设和公共服务.当前城乡公共服务一体化建设过程中,存在着农村公共服务结构不够合理;多元化投入机制尚未形成;决策方式不够科学;考核体制不够完善等问题.因此,必须创新理念、转变观念,通过深化行政管理体制改革,构建农村公共服务投入的多元化机制,健全绩效评价体系等措施,进一步缩小城乡公共服务的差距,实现城乡公共服务一体化.
