| 摘 要： | 本文通过对历史上公众图书馆产生源流的梳理，得出了公众图书馆产物的社会基础正是公民社会的特征的结论，认为公众图书馆是公民社会的产物，近代公众图书馆是近代公民社会发展起来的信息资源自治体。
