| 摘 要： | 本对西部发展民营经济中政府的作用问题进行了探讨，指出在西部发展民营经济中政府应在行政审批、行政垄断和治理观念上要有所突破，而且要避免盲目跟风、消极观望、目光短浅和不用足、用好政策的情况，以促进西部民营经济健康快速发展，提高西部人民的生活水平。

| Abstract: | Through discussing government functions in western private economic development, this article points out that the government of western areas shall make some breakthroughs in administrative examination and approval, administrative monopolization and management conception, and shall avoid blindly following, negatively waiting and seeing, being shortsighted and scantly using policies with the purpose of accelerating western private economic development and improving living standard of western people. |
