| 摘 要： | 本文从现实主义、理想主义与激进主义三种理论视角出发,分析战后以来存在的不同的对外援助观。现实主义以民族国家框架为主导考虑对外援助行为,视对外援助为实现国家利益的工具,重视双边战略援助;理想主义从国际共同体角度出发考虑对外援助,将对外援助视为一种义务和责任,主张通过援助促进发展中国家的人权、民主与繁荣;激进主义将对外援助视为新殖民主义,呼吁一种公正的对外援助机制的建立。通过不同的理论视角分析,可以进一步了解对外援助的动因以及走向。

| Abstract: | This paper attempts to analyze various types of foreign aids offered since the end of World War II in the light of realism,idealism and radicalism.The author maintains that realism views foreign aids in accordance with benefits of the national states,emphasizing mutual strategic aids.Idealism considers common welfare of the world the point of departure,regarding offering of foreign aids a duty or responsibility and a means to promote human rights,democracy and prosperity in the developing countries.Radicalism sees offering of foreign aids a new form of colonialism,advocating establishment of fair mechanism to regulate it.Analysis of different theoretical perspectives may lead to better understanding of the motives and development trend of the issue. |
