| 摘 要： | 汶川大地震及次生山地灾害，给灾后恢复重建带来多种困难。认识灾区资源环境承载力变化特征是灾后重建工作的重要基础，很显然，山区承载力具有国家性。重建工作要遵循可持续发展原则，并在重建规划指导下，逐步实现山区人口合理布局的调整，慎重对待迁建问题，要继续深化灾后恢复重建工作的基础性、战略性研究，开展地震次生山地灾害链形成机理、防治与预警技术的研究。
