| 摘 要： | 通过对公益性赛马与赌博内涵的分析探讨，从“规则性”、“公开性”、“公平性”、“公益性”等几方面明确了双方的本质区别，指出了我国的公益性赛马是一种体育文化活动，而赌博是一种不正当的娱乐和违法活动。

| Abstract: | Through discussing the connotation of horse race and gambling, the essential difference between them was clarified from the aspects of rule, openness, fairness and public interest. It pointed out that horse race of public interest in our country is a cultural activity of sport, while, the gambling is an inappropriate entertainment and an illegal activity. |
