| 摘 要： | 高校是与公众关系密切的事业单位,满足公众的知情权、议论权和参与权是它的义务。高校实施新闻发言人制度要明确两个概念,即新闻发布、新闻发言人。实施高校新闻发言人制度要明确高校新闻发布的职能,即高校新闻发布的文明执政意义、依法治校意义和树立形象意义。

| Abstract: | Higher learning institutions are public service units closely related to the public.They have the obligations to meet the needs of the public to implement their rights to know and comment important issues.To implement press spokesman system in higher learning institutions,we have to distinguish two concepts: press release and press spokesman.We should make it clear the functions of press release in higher learning institutions,that is,the significance of civilized administration,the significance of administering higher learning institutions in accordance with laws as well as the significance of establishing the image of higher learning institutions. |
