| 摘 要： | 消费信贷对城镇消费市场的发展起了很大的作用，但对农村消费的启动还存在着不少的难点，主要表现在农民收入水平差异较大，且不稳定，农村消费环境差，社会保障制度不完善。如何解决农村消费信贷的问题，启动农村消费市场，直接关系到我国经济的增长速度。
