| 摘 要： | 蔡锷任云南都督时期，在政治上建立三权分立的政治体制，实行一系列行政改革，使云南政治开始向民主化转型。在经济上整顿财政，振兴实业，投资地方基础设施建设，推进了云南工业化、都市化进程。在教育上扩大师范教育和实业教育，推行军国民教育，促使云南教育向现代新式教育转变。蔡锷为云南的现代化做出了积极贡献。

| Abstract: | When Cai E was governor of Yunnan Province, he established political system of separation of the three powers, carried out administration reforms and made political transformation to democracy take place. He promoted industrialization and urbanization of Yunnan Province by rectifying finance, vigorously developing industry and investing in local infrastructure construction. Meantime, he still promoted modern education of Yunnan Province by strengthening teacher - training education, industry - agriculture education and imparting military knowledge to the citizen. Cai E had made much more contribution to modernization of Yunnan Province. |
