| 摘 要： | 煤炭企业在改革发展中面临着人力资源结构不合理和严重匮乏的局面，直接影响着企业的经济效益和企业发展。从开滦的企业实际探索了改善煤炭企业人力资源状况的途径，提出了建立健全人力资源开发体系、推进其市场化管理的具体思路。
