| 摘 要： | 随着全国政治经济体制改革的深入发展，人们已强烈地感到现行的全国行政区划(特别是省级行政区划现状)已成为当前国家行政管理体制进一步改革的障碍，全国现行政区很有必要进行调整。全面调整全国行政区划的主要任务是重新划分省级行政区。

| Abstract: | With the deep development of the national political and economic reforms, people have strongly found that the present national administrative divisions , especially the provincial districts ,have become an obstacle to the further reform of the present national administrative system , so it is necessary to readjust the present national administrative divisions. The main task to readjust the national administrative divisions is to re-divide the provincial districts. |
