| 摘 要： | 教育改革的关键是教育体制改革,在我国高等教育体制改革的过程中,形成了具有中国特色的高等教育领导体制,即党委领导下的校长负责制,而这一领导体制的确立和贯彻执行有它的政策依据和法律依据。
