| 摘 要： | 构建社会主义和谐社会，是我们党根据新世纪新阶段我国经济社会发展的新要求和我国社会出现的新趋势新特点提出来的重大战略举措。当前各种社会矛盾纠纷突出，已成为影响和谐社会构建的重要因素。因此，科学认识和把握和谐社会构建中各种社会矛盾纠纷的新表现和新特点，积极探索防范化解社会矛盾纠纷的长效机制，对于构建社会主义和谐社会具有重大的理论意义和现实意义。
