| 摘 要： | 抗日战争时期,邓小平在组织和领导太行革命根据地政权建设的过程中,基于减轻人民负担,保护人民利益,调动广大人民群众的生产和抗敌的积极性,巩固民主政权的目的,制定和实施了一系列关注民生、保障民生和改善民生的政策和措施。作为中国共产党在根据地民生建设的探索实践,邓小平民生建设思想丰富了中国共产党民生建设思想的内涵,对我国当前民生建设具有重要指导意义。

| Abstract: | During the Chinese＇ s people＇ s eight-year war of resistance against Japanese imperial aggression, in an effort to strengthen the political power in Taihang revolutionary base areas, Comrade Deng Xiaoping had initiated and put into force a series of policies and measures aimed at recognizing, safeguarding and improving people＇ s live- lihood. Such moves were intended to alleviate people＇ s burdens, safeguard their interests, muster up their produc- tive and combative enthusiasm, as well as consolidate the democratic power of people＇ s democratic dictatorship. Deng Xiaoping＇ s pioneering exploration and practice of improving people＇ s livelihood in the base areas of the Com- munist Party of China （CPC） had not only enriched the CPC＇ s ideological treasure house but also had had pro- found implications for China＇ s bid to improve its people＇s livelihood at present. |
