| 摘 要： | 我国目前中央与地方关系中存在的问题,其根本原因是法制和民主的缺失。对此提出4点建议:第一,实现中央对地方平等的放权,调整我国目前混乱的中央与地方行政体制;第二,明确划分中央与地方的职权;第三,确立中央与地方联系的渠道和制度,强化中央对地方的监控以及地方对中央的反向制衡;第四,引进民主机制,确立中央权威,强化地方政府的责任机制。

| Abstract: | Present problems between central and local government are caused basically by the shortages of legality and democracy. To solve the problems, the writer puts forward four prospects: first, certain rights should be transferred to locality to regulate the administration confusion between them; second, a clear distinction in power and position should be made between the two administrations; third, some channels and systems should be established for convenient connection; and both supervision on locality and counterbalance from locality should be strengthened; last, democracy system should be adopted to help establish the central government's authority and strengthen the responsibility system of local government. |
