| 摘 要： | 《国家中长期教育改革和发展规划纲要（2010-2020年）》中提出了要＂办好开放大学＂的任务。以电大为依托建设开放大学是国家的政策导向,电大应以建设开放大学为契机,抓住开放教育这个中心工作,扩大招生规模,提高教育质量。加大资源建设力度,以课程建设为载体,建设一批高质量的学习资源和若干门精品课程,满足电大系统的学历教育和非学历教育需要。加强系统建设,探索系统管理新机制,为构建终身教育体系和学习型社会培养人才,为山东率先建成学习型社会和建设文化强省作出积极贡献。
