| 摘 要： | 国际人格是一个相对开放的概念，它并没有把非政府组织排除在外。实际上，非政府组织在国际交往发挥了重要作用，以间接的方式影响了国家和政府间组织的决策，并在一定程度上具有国际人格。非政府组织“民间性”的特征决定了其法律人格受到严格的限制，但不应以此否认这种人格的存在。本文从国际人格的概念说起，分析了非政府间国际组织的作用，从而引出非政府间国际组织的法律地位并指出非政府组织的法律人格是在其与国家、政府间组织的国际合作中产生的。

| Abstract: | International personality is a relatively open concept and it does not exclude non - governmental organizations. In fact, non - governmental entities play an important role in international relationships and have an indirect impact on the decision - making of governments and inter - governmental organs, which to some extent qualifies them, to have legal status in international law. Its non - governmental character restricts its legal capacity. This paper begins with the analysis of the definition of international personality, then it analyzes the role played by non -governmental organizations and it points out that the legal status of non - governmental organizations is originated from the co - operation among these non - governmental bodies, intergovernmental bodies and sovereign states. |
