摘    要:为不断深化教育综合改革,从育分走向育人,发挥教育评价的"指挥棒"功能,长沙市历经六年的探索与实践,逐渐形成基于增值理念的教育质量综合评价体系,从"学生成长、教师发展、学校管理三方面进行综合评价,从入口看出口、从起点看变化进行增值评价"。引导学校树立"育人为本、德育为先、能力为重、全面发展"的办学理念,全面推动素质教育,促进学生全面健康发展,推进构建良好的教育生态。

Abstract:In order to continuously deepen the comprehensive reform of education,from focus on scores to focus on students’ growth and to give full play to the "baton" function of education evaluation. After six years of exploration and practice,Changsha City has gradually formed a comprehensive evaluation system of educational quality based on the value-added concept,which includes "comprehensive evaluation from three aspects of student growth,teacher development and school management,value-added evaluation from the perspective of changes from the starting point". We will guide schools to establish the school-running philosophy of "educating people,putting moral education first,putting ability first and developing in an all-round way",promote quality education in an all-round way,promote students’ all-round and healthy development,and promote the construction of a good educational ecology.
