| 摘 要： | 城市环境治理是依据环境政策、法律法规和标准，调控人类生产生活行为，限制损害城市环境相关活动的总称。它具有综合性、区域性、群众性、动态性等特性，本质是影响人的行为，转变城市经济社会发展模式。治理工作应该遵循全面规划、合理布局，强化法治、综合治理，分类指导、突出重点等原则。

| Abstract: | Urban environmental treatment is a general term referring to the control of human production and life activities and the restriction of related activities that can harm urban environment in accordance with environmental policies, laws, regulations, and standards. It is of a comprehensive, regional, masses--oriented, and dynamic nature. Its essence is influencing people＇s activities and transforming urban economic and social development pattern. Environmental treatment should follow the principles of overall planning, rational layout, the rule of law, comprehensive treatment, specific guidance based on categories, and priority. |
