| 摘 要： | 全国文化信息资源共享工程的实施,在改善城乡基层文化服务、构建公共文化服务体系、消除数字鸿沟等方面取得了巨大的成绩。基层建设作为工程的有效载体,发挥着重要的作用。新形势下,如何理解基层建设中发展规划、经费保障、技术支持、资源建设、培训机制和服务开展等环节的作用和特点,解决好各个环节本身和它们之间的矛盾,关系到全国文化信息资源共享工程的进一步发展。

| Abstract: | The implementation of the National Cultural Information Resources Sharing Project has ac-complished great achievement in improving the cultural service of the grassroots level,constructing public cultural service system and eliminating digital divide.As an effective carrier of the project,grassroots level's construction has exerted great influence.Under the new posture,how to understand the functions and characteristics of the development programming,the guarantee of outlay,the technological support,the construction of resources,the mechanism of training and services in grassroots level construction and how to solve the contradiction between every units and themselves concern the further development of the National Cultural Information Resources Sharing Project. |
