| 摘 要： | 开放大学是通过广播电视及适合高等教育的技术手段，向学生提供符合大学与专业标准的教育的一种大学。我国的广播电视大学正是这样的学校。要办好开放大学，必须得办好广播电视大学。要办好广播电视大学首当其冲的就是赋予广播电视大学本科以上独立的办学自主权。当然，办好广播电视大学不等于就办好了开放大学，因为我国还有其他形式的开放大学，但是，如果广播电视大学没有办好，办好开放大学肯定无从谈起。

| Abstract: | Open University is a university that offers learners educational and professional standards of a university school. A through radio, television and proper good running of the Open University running of the Radio and TV University well is technical means. Radio and TV University in China is such a should be based on running Radio and TV University well. The that the Radio and TV University should be endowed with the school autonomy of offering BA degree. However, running the Radio and TV University well does not mean to ran the Open University well as there are other forms of Open University in China. If the Radio and Television University is not run well, it will certainly be impossible to run the Open University well. |
