| 摘 要： | 对2004年的全国大学生数学建模竞赛B题的第2问进行了研究,根据阻塞调整产生的影响,设计了阻塞费用计算规则,考虑到可操作性,给出了简单合理的计算方法。

| Abstract: | The discussion of the second question of Part B in 2004 National Mathematics Module-making Competition was made.The rules for calculating congestion fees were designed based on the effect of congestion adjustment.Considering the operationability,a simple and reasonable calculating methods was given. |
