| 摘 要： | 公民道德建设的过程是教育和实践相结合的过程。因此，一方面需要社会用正确的道德原则和规范来教育其各个层次的成员，并使其明确道德上的善恶标准；另一方面，更需要社会在进行道德教育实践的过程中，注重个体践行道德能力的培养，做到两者的有机统一。
