| 摘 要： | 《旧金山对日和约》签订后，吉田茂考虑最多的并非是履行战争赔偿责任和对受害国及其民众实施赔偿，而是如何顺应冷战爆发后美国对日政策大调整、大转变，开发新市场、新的原料供应地，以使日本经济从战争废墟中重建。吉田茂内阁对东南亚赔偿问题由消极转变为积极的原因，取决于本国经济发展的需要和美国冷战要求。

| Abstract: | After San Francisco Treaty of Peace with Japan, Shigeru Voshida, considered, instead of war reparation to the victims both countries and people, more about developing Japan from the war, when the U. S. A adjusted Japan policy in the cold war. The reasons for Youshida Cabinet＇ s changing attitude to Southeast Asia reparations are due to the cold war of the U. S. A as well as Japan＇s economic crisis. |
