| 摘 要： | 从社会养老保障的特性和政府的职能来推演,政府应发挥其在农村养老保险中的主导作用,并以其主体地位来制订保障农村养老保险发展的法律规范,推行切实有效的政策措施,加大政府财政资金的投入力度,并强化其对农村养老保险的监控管理,从而促进农村养老保险事业的健康、快速发展。

| Abstract: | The author argues that the government should play a leading role in the rural pension insurance because of the character of social pension insurance and government's function.Furthermore,the government makes use of its predominance to draw the law in ensuring rural pension insurance,to implement valid policy,to increase more financing,and then strengthen supervision to the rural pension insurance.In all,the government may promote the insurance's project rapidly and healthily. |
