| 摘 要： | 当前我国社会工业发展正面临着从“世界工厂”向“世界工厂＋研发基地”的转变。在比较与分析了苏州市和国外先进国家从“制造型社会”到“研发型社会”的数据资料后，可以看到在培育社会自主创新体系中政府大有可为，对此，提出一些建议供政府决策时参考，如增大政府研发投入比例，构筑区域创新体系等。

| Abstract: | At present, industrial development of our country is undergoing a transformation from ＂the world factory＂ into ＂the world factory ＋ R＆D base＂. Analyzing and contrasting the data of Suzhou and some advanced countries abroad, the paper points out the important function of government in cultivating the independent innovation system in the society, and furthermore lists some suggestions for government policymaking. |
