| 摘 要： | 电子文件的出现成为档案管理从保管范式转向后保管范式的重要契机。在后保管范式影响下,电子文件档案化管理呈现文件鉴定社会化转向、管理流程前端介入和分布式保管模式形成的不同景观。它对促进开放性档案价值实现、发挥档案工作者主观能动性以及推动多元档案治理格局渐生的作用愈发突出,同时也使得公民参与档案鉴定的权利无从保障、对档案工作者介入能力和时机的质疑以及分布式管理模式对集中管理体制造成冲击等问题暴露出来。为此,电子文件档案化管理应当在后保管范式下积极进行自我调适,包括公民权利的制度保障、多元主体管理能力培育以及协同管理机制构建。

| Abstract: | The emergence of electronic documents has become an important opportunity for archival management to change from custody paradigm to post- custody paradigm.Under the influence of the post-custody paradigm,the archival management of electronic documents presents different landscapes,including the socialization of document identification,the front-end intervention of management process and the formation of distributed custody mode.It plays an increasingly prominent role in promoting the realization of the value of open archives,motivating subjective initiative of archivists and promoting the gradual emergence of the multi- archives management pattern.Meanwhile,it makes the problem have been exposed,such as citizens’right of participating in archives appraisal lack of guaranteed,doubting the ability and time of archivists to intervene, and centralized management hit the distributed management model.Therefore, the archival management of electronic documents should actively adjust itself under the post-custody paradigm,including the institutional guarantee of civil rights,the cultivation of multi-subject management ability and the construction of cooperative management mechanism. |
