| Abstract: | The socialist civilization is one of the most important targets of the socialist modemization construction. The three leading generations led by Mao Tsedong, Deng Xiaoping and Jiang Zemin have all put forward the theory of the development of the socialist civilization construction. The policy of rule by virtue comes from this theory. Developing together with the update practice, the policy is becoming more and more mature in theory. |
