| 摘 要： | 转变经济发展方式是当前中国经济社会可持续发展的必然要求．是科学发展观的重要内涵之一。作为我国生态安全体系的北方屏障，内蒙古的生态安全状况直接影响着国家整体的生态安全战略。内蒙古“政府主导，投资拉动，资源支撑，机遇牵动”的发展模式在推动经济快速发展的同时，也给生态安全带来了较大压力。因此，在转变经济发展方式的背景下，切实转变政府职能，调整和优化产业结构，节能减排、大力发展循环经济，建立健全生态补偿机制，保障农牧民的切身利益，是加强内蒙古生态安全建设的主要途径。

| Abstract: | The transition of economic development mode is an inevitable demand of the sustainable development of Chi- nese economic society nowadays and also an important connotation of Scientific Outlook on Development. Inner Mongolia as the protective screen of National Ecological Security System in the north directly affects the whole ecological security strategy of the country. The developmental mode of Inner Mongolia ＂ dominated by the government, driven by investments, supported by re- sources, pushed by opportunities＂ has accelerated the economic development and also brought great pressure at the same time. Therefore, with the background of changing economic development mode, it is a major method to strengthen the ecological securi- ty construction of Inner Mongolia by changing the government＇s function, adjusting and optimizing the industrial structure, saving energy and reducing emission, striving to develop the circular economy, establishing and perfecting the eco-compensation mecha- nism, and guaranteeing the vital interests of farmers and herdsmen. |
