| 摘 要： | 本文通过对比分组的 VAR 模型分析了我国环境政策对经济增长与环境污染总体关系的影响。研究表明,环境政策的实施并没有明显改善经济增长加剧环境污染以及环境污染抑制经济增长的总体关系。其原因在于我国的环境政策没有得到充分的执行,环境政策实施的方式主要还是以事后治理为主,从而无法有效地减少经济增长所引起的环境成本。因此,为促进我国经济又好又快地发展,应该把环境政策的重点放在事前的控制上,加强环境政策的执行力度。

| Abstract: | This paper analyzes the effects of environmental policy on economic growth and pollution in China by the grouped VAR model.It shows that the environmental policy does not essentially change the current situation that eco- nomic growth exacerbates pollution and pollution limits economic growth.The reason is that China' s environmental poli- cy is not fully enforced,mainly in an ex-post governing way,which cannot effectively reduce the environmental cost of economic growth.Therefore,to make economic growth better and faster,the government should stress on the ex -ante regulation and reinforce the implementation of environmental policy. |
