| 摘 要： | 公共图书馆作为人们寻求知识的重要渠道,为个人和社会群体进行终身教育、自主决策和文化发展提供了基本条件。但目前我国公共图书馆在管理体制、人员素质、运转经费等诸多方面存在弊端,严重制约了公共图书馆社会功能的更好发挥。因此图书馆管理迫切需要用法律的形式加以规范,并制定明确的行业标准,以此来保障各级公共图书馆事业的健康发展。
