| 摘 要： | 动物福利,就是让动物在健康、快乐的状态下生存。其标准包括动物无任何疾病,无行为异常,无心理紧张压抑和痛苦等。其基本原则包括:让动物享有不受饥渴的自由、生活舒适的自由、生活无恐惧和悲伤感的自由以及表达天性的自由。从动物福利运动兴起至今,许多国家和国际组织在动物福利方面已经制定或即将制定相应的法律、法规、标准和准则。中国是一个农业大国,尽快制定出适合国情的动物福利法律、法规及标准,提高我国的动物福利水平,已显得十分紧迫和必要。

| Abstract: | Animal welfare means letting animal survive under a healthy and happy state,the standards of which include: no animal disease,without abnormal behavior of animals,without psychological tenseness and suffering etc.The basic principle of animal welfare includes: animals enjoy the freedom of no hunger and thirst,the freedom of comfortable life,the freedom of life without worry,fear and sadness,the freedom of expressing nature.From the day when animal welfare started till now,many countries in the world have established or will establish corresponding laws,regulations and standards.China is a big agricultural country,it is very urgent and necessary to establish animal welfare laws,regulations and standards as soon as possible,which are in accordance with the situation in our country,to upgrade the level of animal welfare in our country. |
