| 摘 要： | 地方政府农村公共事业管理制度创新是推进农村公共事业又好又快发展的根本保障。创新地方政府农村公共事业管理制度,应着力从六个方面综合治理:明确地方政府农村公共事业管理制度创新的基本目标;建立健全农村公共事业发展经费保障机制;建立健全农村公共事业产权制度;积极稳妥推进乡(镇)机构改革;建立健全农村公共事业民主管理制度;建立健全县乡(镇)政府绩效评估制度。

| Abstract: | The local government's innovation of the rural public business administration system is essential for boosting rural public business.To innovate the rural public business administration system,we should make a comprehensive effort in the following six aspects: make clear the basic goal of the local government's innovation of the rural public business administration system;establish and consummate the financial protection system of the rural public business administration development;establish and consummate property rights system of the rural public business administration;improve village's institution reform actively and steadily;establish and consummate rural public business democracy administration system;establish and consummate local government's performance evaluation system. |
