| 摘 要： | 针对一项有关中国社群数字不平等问题之对策研究的理论成果报告，首先阐述从制度层面解决社群数字不平等问题的重大意义；其次从制度主义和制度经济学的理论视角出发构建公益信息制度的基本理论体系；最后重点论述笔者从实证研究中识别出的公益信息制度关键要素。
