基于人力资本视角的我国教育系统投入绩效分析

摘    要:教育直接产出的实质主要是促进了人力资本存量的积累,因此,在教育系统的投入产出绩效分析中,以人力资本存量作为教育的直接产出变量是恰当而充分的.同时,鉴于教育主要投入变量间存在的多重相关性特征,采用偏最小二乘回归方法则能有效解决变量间的多重共线性问题.因循上述思路对我国教育系统整体投入绩效的研究表明,在1991-2008期间,政府财政性教育经费支出对人力资本形成的作用是相对最小的.据此,进一步对这一结果的理论原因和政策内涵进行了初步讨论.

Abstract:The essence of direct output of education is the accumulation of human capital stock. It is, therefore, suitable and sufficient to take it as the output variable in the efficiency study of education sys- tem. On the other hands, as there exist muhicollinearity correlations among the input variables in educa- tion system, the employment of PLS can effectively solve the problem of this multicollinearity. Following the above consideration, the present paper analysed the input efficiency of the national education system the whole educational input in our country and the result indicates that, within the period of 1991 - 2008, the financial expenditure in education was less efficient than all the other kind of inputs. Whereup- on, further discussion was carried on the theoretical reasons and policy connotation of the result.
