| 摘 要： | 加快高等职业教育发展,开发西部人力资源,是全面实施西部大开发战略的重要组成部分。政府要加强西部人力资源开发规划,建立具有西部特色的高等职业教育体系,增加对高职教育的经费投入,设立西部教育扶贫基金,完善贷款助学制度,鼓励发展民办高职教育和中外合作举办高职教育,加快推行职业资格准入制度等八项政策建议。

| Abstract: | To accelerate the development of advanced professional education and to exploit manpower resourse of wentern regions are important segments of full implementation of the western development strategy. Eight policy suggestions are raised which include that the government should strengthen programming exploitation of western manpower resourse, establish the investment of advanced professional education , set up the fund for western education and poverty elimination , consummate the loan and study helping system , encourage the development of advanced professional education both country and joint venture , and quicken pushing the admittance system of professional qualification. |
