| 摘 要： | 人力资源包括劳动者的数量和质量两个方面，具有生物性，社会性，能动性，可再生性等特征。人力资本是通过对人力资源进行投资开发，在后天获得并能够实现价值增殖的价值存量。人力资源各人力资本的转化 过程是一个非常复杂的劳动过程，必须具备一定的条件，采取科学有效的对策措施。
