| 摘 要： | 阐述政府信息商业化开发的含义,研究政府信息商业化产生的经济、用户和技术原因,从政府信息公开、市场主体发育、信息版权认知和制度设计4个角度分析政府信息商业化开发的桎梏,指出合同外包、特许经营、用者付费、民营化等模式在政府信息开发实践中的意义及应用成效。

| Abstract: | This paper studies the connotation and the motives of commercial exploitation of government information resources,analyzes the fetters in the commercial exploitation of government information resources from government information publicity,market maturity,the copyright understanding and system design.Contracting out,franchise,user fee and privatization have achieved tangible result in the practice of government information exploitation. |
