| Abstract: | "The Affirmative Action" taking race and color as a basis for admission college students,has been widely questioned and criticized.In this context,Texas of the United States carried out the top 10% plan in 1997 to ensure that the former Texas high school class 10% of students enter any public university,without consideration on their standard text scores or any other standard.The program maintains blacks and other minority students the right to access to quality higher education,which has promoted the diversity,balanced and high-quality development of senior high school education.It can provide some important inspiration and reference for the development of senior high schools and talent selection for colleges and universities in China. |
