| 摘 要： | 淮河流域是我国传统的重要经济区域。由于自然原因、人为因素和社会政治原因,民国时期淮河流域灾害频发,主要有洪涝灾害、蝗灾、旱灾以及疾疫。其中,民国10年、20年及27年水灾是民国时期淮河流域最著名的三次大水灾。这一时期淮河流域的灾荒主要有4个特点,即以洪涝灾害为主,间隔时间短,波及范围广,影响大,后果严重,持续时间长,多灾并发等。灾荒造成了诸如民众生命财产和农业生产遭到损失和破坏、流民增多、匪祸严重等极其严重的社会影响,不仅对流域经济的发展、政治的安定、社会的进步带来了长久的负面影响,而且成为流域内人民长期贫困与落后的根源。

| Abstract: | The Huaihe valley is one of the important economy area of our country.Because of geography and artificial,and political factors,the Huaihe valley famine often takes place during the Republic of China.The most important famine is flood disaster,drought,locust disaster,and so on.By observing of Minguo ten year,twenty year and twenty-seven year's water famine as the center,the article mainly expounds the period famine's basic trait of the Huaihe valley,such as a short interval time,wide extent,big affection,serious result,erupt simultaneously famine and so on.The article also analyses natural condition,social politics cause made by serious famine and discusses the heavy social affection of losing and destroying of beings' life,property and agriculture's production.The article further thinks that famine not only brings about permanently influence to economic development,politic safety and social progress,but also becomes the origin of people long period poverty and behind in the Huaihe valley. |
