| 摘 要： | 开发管理这种基础国力是一个巨大的系统工程。需要提高整个国家、民族的管理意识及各个层次的管理技能。要做到这一点有赖于管理教育，管理研究、管理应用和实践这三方面相互影响、相互依存、相互制约。没有好的管理研究，难有好的管理教育和应用，而没有好的管理教育，好的管理研究和实践家从何而来，没有好的管理教育，管理研究和教育可能会成为无源之水，无本之木。因此，一个国家的管理水平的提高有待于从这三个方面综合考虑，共同提高。

| Abstract: | Such basic national power as development management is an enormous system engineering, which need to improve whole country , national management consciousness and management skills.As so to accomplish this, It depends on management education, manage application and management practice. Without good management study, it is difficult to have good management education and application. So improvement of the management level of a country must consider these three aspects synthetically. |
