| 摘 要： | 20世纪90年代以来，常熟市的经济外向度显著提高，但仍存在着外贸依存度不高、出口商品结构不合理、利用外资规模偏小、投资主体集中度偏高、内资企业出口能力明显滞后等问题。解决这些问题的对策：一是实施“走出去”战略，在更大范围和更深层次上参与国际竞争与合作；二是通过产业集群化战略将传统的纺织．产品出口的比较优势发展为竞争优势；三是坚持出口市场的多元化战略，重视开发高、低两种不同层次需求的海外市场；四是将引进外资与常熟市经济可持续发展战略相结合。

| Abstract: | Since 1990's,the open level of Changshu's economics has been improved significantly,but there are still several problems such as low correlation between foreign trade and GDP,unreasonable structure of export,low scale of foreign capital,high dependance on foreign investment and lack of export ability of domestic enterprises.The measures to these problems include:(1)adopting open strategy,joining in international competition and cooperation extensively and deeply;(2)trans forming the comparative advantage into competitive advantage in textile export by clustering strategy;(3)insisting diversification of export market strategy and exploiting high_layer and low_layer oversea market;(4)combining absorbing foreign capital with sustainable development strategy of Changshu. |
