| 摘 要： | 数字鸿沟是在全球数字化进程中,不同国家、地区、行业、职业、家庭、人群之间由于对信息、网络技术发展、应用程度的不同以及创新能力的差别造成的＂信息落差＂、＂知识分隔＂和＂贫富分化＂现象。数字鸿沟在本质上是一个严重的社会问题,对它进行社会控制的主要途径是加快经济发展、发展教育、提高网民媒介信息素养等。
