| 摘 要： | 《国家中长期教育改革和发展规划纲要（2010---2020年）》明确提出“办好开放大学”，正式确立了建设开放大学的任务和要求。由于独特的地位和优势，中心城市不仅具有以电大为基础建设开放大学的必要性和可行性，而且必须开辟区别于省级区域开放大学的建设路径和途径。
