| 摘 要： | 特定产品过渡期保障措施给我国出口产品带来很大的不利影响。这一措施扭曲了WTO保障措施的基本原则，偏离了WTO法规所倡导的自由贸易的目标，限制了中国针对该措施所应享有的权利，是一种权利和义务不对等的不公平措施。我国应积极应对，力争把该措施的危害减少到最低限度。

| Abstract: | The "transitional product-specific safeguard measures" has,to a large degree,brought a bad effect on China's export products.It distorted the principles of WTO safeguard measures,deviated from the right path of free trade right just advocated by WTO,and it restrained the legitimate right of China to take correspondent measures.Therefore,it is an unfair safeguard mechanism,in which seldom reciprocal benefit can be seen.So we must deal with the situation positively and try to reduce the loss to the lowest degree. |
