| 摘 要： | 甘肃省委、省政府确定了“采取特殊措施，扶持民族教育”的指导思想，促使民族教育得到迅速恢复和发展，而开办寄宿制学校、发展牧区教育，加强教育扶贫、强化民族地区女童教育和确保民族地区义务教育的发展，则有效地解决了民族地区教育发展中的一些特殊问题。
