| 摘 要： | 现代远程开放教育的目标是实现人才培养模式的创新。素质教育是其教育思想的重要体现，教学管理的改革与创新则是实现这一目标的重要手段之一。建立以学分制为核心的管理制度、完善科学的教学考核管理、强化现代化的教学管理手段与教学资源建设，是远程教育素质教育的重要内容。
